This one takes the longest in the zone... takes a long time to get all the drops for a full group, not many servants of shadows around.

Ah yea those are just the "of shadows" mobs, mostly Servant or Laborer

Are there any particular ones that actually drop the horns?

I've been here two days killing the 2 where the vampires and akhevans are battling. So far no horns.
