Just kill the Visus Zethon mobs for Partisan #1 and they count. They are not social with shades in room and can be solo pulled into hall (once it's clear)

hard go up to 4th floor find Pil Va Liako, Zol Thall these type of 4 armed npc's count twords the akhevan.
